Puppet's path should always include '/usr/sbin' and '/sbin'

Description

Some users don’t have these directories in their paths, making some tests fail and some providers not work.

They should always be added to the path if they’re not present.

Fixing #1631 – adding /sbin and /usr/sbin to PATH

This is a trivial fix but seems to crop up more often than it should.
