Puppetmaster fails to find nodes when reloading files

Description
When the puppetmaster is reloading its files, it will report that it could not find a server. I’m not sure if during this time it serves out a “default” config (I hope not) or just returns an error to the client. Regardless, the puppetmaster should probably accept the connection but wait until reloading is complete before returning anything to the client.
