I’ve got one report of this, which is far fewer than I would expect.

This is actually a problem on Red Hat, not Debian. I only thought it was a Debian problem because ‘the debian startup scripts’ were mentioned, but they were only mentioned because my client is using the same puppetd.conf on both Red Hat and Debian.
This problem is right along the lines of #243.
