User type should have a replace option like the file type does

Description
As the behaviour described in Bug #2046 is intended, this is a feature request to add a “replace” style parameter to the User type so that you can use Puppet to create a user with a password but then prevent Puppet from replacing the password on each run.
However, it would still be good for Puppet to be able to manage group membership, so perhaps a specific “replacepassword” option?
