Puppet cannot manage the puppet process

Description

It would be useful if puppet could manage the puppet process however currently if you add the puppet service you cannot refresh the puppet service without the current puppet process being killed half way through a run.

This also causes issues with trying to use puppet to stop puppet running as a daemon process but instead running say from cron, func or something similar.

As per the below thread, we’re more aggressively closing tickets whose state is unsure, particularly old tickets with little to no inactivity in a long time.
