Affected Puppet version: Branch:https://github.com/kbarber/puppet/tree/ticket/3.0rc/15533-module_build_cwd

Description

When you run:

puppet module build

It should work in the current directory and not require a path statement. Since this work is going into GeordieV2 anyway for publish, I’ve moved this forward as a separate patch.
